the South Point Subdivision Safety Concerns Page.
Below are a few
neighborhood safety topics to keep in mind. Please help ensure the
safety of our residents by your attention to these concerns.
Dear South Point Subdivision Residents,

reiterate and illustrate the issues and concerns SPHA has in its efforts
to to keep up the appearance, quality, and property values of South Point
Subdivision.

The Neighborhood Eyesore Can Sting Your Home
| Speed Limit |

This cannot be
stressed enough or over and over again! The speed limit is 20 mph and
that applies to everyone behind the wheel of a vehicle. Please also
note that 20 is the limit – not the required minimum speed. Please be
considerate to other drivers who may be driving under the 20 mph, as
they may be aware or notice a potential hazard that you cannot see.
Do not attempt to pass another vehicle on a residential street unless
the other driver indicates it is okay to pass and you have taken the
necessary required precaution before proceeding. Safety and
prevention is worth lives!

| Children Playing in
Streets |

We
have heard numerous complaints and have seen for ourselves children of
all ages freely playing in the streets, quite often without adult
supervision close by. Streets are made for vehicles, and younger
children should not be playing in streets, especially unattended or
allowed to put up structures that block the roads (e.g., large skating
ramps). PLEASE use extreme caution when traveling in these areas so that
no child is unintentionally harmed.
ATVs, riding lawn
mowers, motorized scooters, go carts etc. should not be driven on the
streets. Violators will be ticketed by the LPSO. Please do not
assume that a vacant lot or open field next to you is a safe and okay
place for your children to wander or ride these types of recreational
vehicles. These areas in South Point are privately owned and violators
can be charged with trespassing. Bicyclists are required to obey stop
signs at all times the same as motorists. Louisiana law requires
children 12 and under to wear safety helmets when riding bicycles. |

| Pets Roaming Freely |
|
We
also continue to have a problem with residents who do not keep their
dogs or cats within the confines of their own property. While cats can
be harder to contain, owners should consider other residents as cats can
and will cause damage to gardens and landscaping.
All dogs should be kept on a leash, tie-out, dog run, appropriate dog
cage/pen, inside the confines of your backyard, garage or in your house.
While your pet may be gentle and loving, your animal is at risk of being
hurt or killed by vehicles or other animals. Even the kindness dog
will use its natural instincts if hurt. Please be a responsible and
keep your pet(s) safe.
All dogs should
be on a leash, or contained in an enclosed structure such as a fence.
Louisiana does have a State leash law. Citation: LA R.S. 3:2771.
Additionally,
Livingston Parish enacted a Parish Ordinance LPO-0658 on January 25,
2007, regarding dog owners who allow their pets to roam freely. Ord.
3-13-46 §§1.2 Ord. No. 00-36 Art. 1, 1-25-01. |

| Loud Music in Moving
Vehicles |

Rule of thumb – when you enter the subdivision, PLEASE TURN THE
VOLUME DOWN! No one appreciates hearing the thump of loud music or
noise through their closed doors and windows. Everyone deserves the
right to peace and quiet within their homes. There are laws on noise
ordinances so please respect the laws and your neighbors.
Article
III. Noise, Sec. 5.5-14. Specific prohibitions.
(a) Playing or
operating, or permitting the playing, use or operation of any radio,
musical instrument, phonograph, or other machine or device for the
producing or reproducing of sound if such sound is for the purpose of
entertainment or is used for that purpose or is used for the purpose of
soliciting the sale of merchandise or any tangible goods or soliciting
the vote of any person for a political candidate and can be heard from
the distance of fifty (50) feet or more whether the source of such sound
is located on public or private property. Ord. of 11-24-92, §5 |

| Unleashed
Dogs |
|
Under Louisiana
Revised Statutes. Title 3. Agriculture and Forestry. Chapter 18. Animals
Running at Large. Part V. Dog License Tax. 2771. Dogs are not to run at
large. Citation: LA R.S. 3:2771 Summary: This Louisiana law operates as
a state leash requirement for dogs. It states that no person shall
permit any dog in his or her possession to run at large on any
unenclosed land, or trespass upon any enclosed or unenclosed lands of
another.
Residents
that own pets need to abide by the Louisiana State Law regarding a leash
and their dog. All dogs must be on a leash or behind a fence; not
tethered in the front yard as dogs that are big enough may get out of a
linked chain.
For the safety of
our children and our residents, I would advise any homeowner who
experiences problems with a dog either attacking or charging, please
file a written report with the Livingston Parish Sheriff's office. |

| Off Duty
Private Police Patrol |

As of November 1,
2007, South Point Subdivision and Forest Ridge Subdivision entered into
a joint venture in regards to the Private Police Patrols. These patrols
are performed twice a week and both subdivisions are covered during
those random patrols. Keep in mind that police cannot be everywhere at
every moment of every day, which is why it is up to each one of us
to utilize awareness as provided in the Neighborhood Watch Program
guidelines to aid the police. This may prevent a potential crime from
occurring or provide the police with necessary information to follow-up
on an attempt or event crime has happened. |
